I'm very impressed with Upwork (formerly Odesk and Elance). Today they suspended my account until I had a two minute video chat with one of their support desk reps.
This was done to verify that I am the real person that I portray to be in my profile and profile picture. Both Clients and Freelancers are randomly checked. Upwork is a great marketing and networking tool for freelancers looking for work and a great recruiting tool for businesses and individuals to find contract workers.
